EIA - Environmental Assessment Report

What is an Environmental Impact Assessment (EIA) Report?

It is a report prepared for the purpose of identifying the positive and negative effects that projects may have on the environment, determining the measures to prevent negative effects or to reduce them to a level that will not harm the environment as much as possible, and determining the alternatives of location and technology.

 

What is the Purpose of the Environmental Impact Assessment (EIA) Report?

It identifies the positive and negative impacts that the implementation of projects may have on the environment and the work to be done to prevent or minimize negative effects. By aiming to protect the environment, it enables investments to become operational.

 

What Does "No EIA Required" Mean?

It is the decision of the Ministry indicating that for the activities listed in Annex-2 of the Environmental Impact Assessment Regulation, the projects that are prepared according to the format in Annex-4 and submitted to the governorship of the province in which they are located, are acceptable according to the relevant legislation and scientific principles after measures are taken for the potential negative effects on the environment, and there is no environmental concern for the realization of the project.

 

When is the EIA Report required?

How is a Positive / Negative Decision Made on the EIA Report?

The EIA Report preparation process is conducted in line with the Environmental Impact Assessment Regulation by institutions/organizations qualified by the Ministry of Environment and Urbanization.

The EIA Report preparation process is conducted in line with the Environmental Impact Assessment Regulation by institutions/organizations qualified by the Ministry of Environment and Urbanization.

  • For the activities listed in Annex-1 of the Regulation, the EIA Application File is prepared by the qualified institutions/organizations based on the General Format in Annex-3 and presented to the Ministry.
  • A Commission consisting of representatives from relevant public institutions and organizations, officials of the Ministry, the project owner, and institutions/organizations qualified by the Ministry is established by the Ministry, considering the information in the application file.
  • To inform the public about the investment and to get their opinions and suggestions on the project, a Public Participation Meeting is organized at a central place and time determined by the Governorship, where the relevant public expected to be most affected by the project can easily reach, on a date determined by the institutions/organizations qualified by the Ministry and with the participation of the project owner.
  • At the Public Participation Meeting, chaired by the Director of Environmental and Urban Planning of the province or an official designated by him/her, the public is informed about the project, and their opinions, questions, and suggestions are collected.
  • Following the opinions and suggestions from the member institutions/organizations and the public, the Ministry gives the EIA Report Special Format.
  • The EIA Report prepared according to the Special Format is sent to the members of the Commission with a letter indicating the date and place of the review and evaluation meeting.
  • It is announced that the EIA Report is open to the public's opinion and that opinions and suggestions regarding the report can be communicated to the Ministry and the Governorship.
  • A review and evaluation meeting is held with the participation of Commission members.
  • The EIA Report, which is examined by the Commission and finalized, is opened for public opinion by the Ministry and/or Governorship through suspension announcements and the internet for ten (10) calendar days.

The Ministry, considering the work of the Commission and the public's opinions, gives a "Positive EIA" or "Negative EIA" decision for the project within ten (10) business days, and also notifies the Commission members about this decision. The "Positive EIA" or "Negative EIA" decision given for the project is announced to the public by the Ministry and the Governorship through suspension announcements and the internet.
